James principally provides consulting, property strategy, development consulting, valuation and agency work on behalf of public sector and corporate occupier clients. A specialist area of expertise is advising English Heritage and local authorities in relation to grant funding, enabling development and PPG15 uses for historic property. In his early career he was principally involved with the valuation and marketing of Public Sector owned institutional property including The Grove Training Centre near Watford for British Rail Property Board and the Royal Naval College in Greenwich for MoD. He also handled the sale of a number of complex residential conversion schemes including Hill Hall on behalf of English Heritage; a former rowing club for the London Borough of Hammersmith and Fulham and the Scout Association’s former office building next to Baden-Powell House in London. James now carries out a broad range of tasks for the various term commissions held by Knight Frank including the national valuers to the Ministry of Defence. Specifically, James has been advising MoD in relation to Project Allenby Connaught, a major PFI which will rationalise their estate in Aldershot and on Salisbury Plain, facilitate the return of forces from Germany and release valuable land for residential development in a new urban extension with 4,500 units. ITN documentation but also in the detailed assessment of bids.

  • English Heritage

  • James project managed the restructuring of English Heritage’s offices in acquiring seven new regional offices for approximately 200 staff. He has also provides valuation advice on development viability, statutory grant applications and enabling development cases to the same client.
  • BUPA

  • A four month secondment to BUPA where James was their acting Estates Manager. He now account manages BUPA for Knight Frank.
  • Peterborough City Council

  • James is currently advising a partnership of Peterborough City Council, English Partnerships and EEDA on the disposal of the South Bank Site, Peterborough, an important 40 acre mixed use regeneration project.
  • Metropolitan Police Authority

  • James assisted with the provision of strategic advice to the MPA in relation to the entire Metropolitan Police Estate in London as part of their Efficiency and Effectiveness Review.
  • English Partnerships

  • James acts as Lead Partner for Knight Frank’s panel consultant appointment for the provision of property services.
