Metropolitan Policy Authority (MPA)
Efficiency & Effectiveness Review
Location, size and uses
An estate of approximately 70 police stations, 11 HQ office buildings, 1,100 residential properties and a number of miscellaneous training and other facilities in and around London.
The brief
Knight Frank was appointed to advise the MPA on the property aspects of the first phase of their efficiency & effectiveness review on the Metropolitan Police Service (MPS). The principal aim was to consider ways to accommodate increased police numbers and release efficiency savings to be invested in front line policing activities.
Key objectives and constraints
To review the efficiency and effectiveness of the existing holding and management arrangements for the operational and HQ office estate.
To consider possible benefits of alternative methods of holding and managing the existing estate with a view to creating greater flexibility; releasing capital and reducing future revenue costs.
To provide independent advice to over-ride political pressures caused by a large number of ‘stakeholders’ in London policing.
Actions and outcome
Knight Frank provided a comprehensive report with a range of potential future options having specific regard to the business strategy, a range of data which was supplied to us by MPA and MPS and our own sample data. We presented our report and recommendation to MPA’s project board.
Knight Frank input
Bespoke consultancy and PFI advice.
